The Federal Board of Revenue (FBR) has provided major relief to first-time taxpayers by accepting Income Tax Returns for Tax Year 2026 without requiring the previously discussed Rs. 25,000 surcharge. The move allows eligible first-time filers to become Active Taxpayers without paying the additional fee.
According to tax expert Amer Sharif, a recently filed return by a first-time taxpayer was successfully processed, and the taxpayer’s status was updated to Active without the surcharge. He explained that individuals who submit their Tax Year 2026 returns can now expect their names to be added to the Active Taxpayers List (ATL), typically within 24 hours of filing.
The development removes uncertainty surrounding the filing process and confirms that first-time taxpayers can obtain Active Taxpayer status simply by submitting their annual tax return. This clarification is expected to benefit thousands of individuals who were concerned about additional costs or delays in becoming active taxpayers.

The decision is particularly significant for people whose financial activities, such as property transactions, vehicle registration, banking services, or other tax-related dealings, were affected due to inactive ATL status. By restoring Active Taxpayer status without the surcharge, taxpayers can continue their financial transactions more smoothly while remaining compliant with tax regulations.
The FBR has officially opened its online portal for filing Income Tax Returns for Tax Year 2026, with the filing deadline set for September 30, 2026. At present, there is no indication from the tax authority that the deadline will be extended, making it important for taxpayers to submit their returns on time.
