The Government of Punjab has announced a major reform in the property sector by making the Green Property Certificate mandatory for all property transactions starting July 2026. This step is designed to reduce fraud, improve transparency, and protect buyers and sellers from illegal land dealings. The certificate will be issued by the Punjab Land Records Authority and will act as an official proof of ownership and legal status of any property.
Under this new system, every property owner will need to follow a proper verification process before selling or transferring land. The process begins at the Arazi Record Center, where applicants receive a token to start their application. They must then provide property details and pay the required fee either at the Bank of Punjab counter or through the e-Pay online system.

A key part of the process is identity verification through NADRA, where biometric checks ensure the applicant’s identity is genuine. Authorities will also review the full ownership history to confirm that the property is free from disputes, unpaid taxes, or bank loans. This ensures that buyers are not misled by false claims.
In addition, a field survey will be conducted using modern GPS tools to measure the land accurately. Two neighboring property owners will also verify the ownership, adding another layer of trust to the system. This complete process makes property transactions more secure and reliable.
This initiative is expected to bring significant improvements to the real estate sector in Punjab. By digitizing records and ensuring strict verification, the government aims to build public trust, reduce corruption, and create a safer environment for property investments across the province.
