The Pakistan Telecommunication Authority (PTA) has announced a new policy for eSIM services, setting a maximum fee of Rs. 1,500 for eSIM issuance and the conversion of a physical SIM into an eSIM.
According to the PTA, the new fee structure will apply uniformly across Pakistan, Azad Jammu and Kashmir, and Gilgit-Baltistan, giving consumers a standardized cost for eSIM-related services.
The authority has also introduced a major convenience for users who frequently change mobile devices. Under the new policy, customers will be allowed to transfer their eSIM profile from one device to another free of charge up to 10 times.
Previously, eSIM users could face additional costs or limitations when moving their mobile profile between compatible devices. The increased free-transfer limit is expected to make eSIM technology more convenient for smartphone users who regularly upgrade or switch phones.

The PTA said the new fee structure and free transfer facility will come into effect from August 17, 2026.
The policy is expected to provide greater transparency for consumers while encouraging wider adoption of eSIM technology in Pakistan. Unlike traditional physical SIM cards, eSIMs are digitally embedded in compatible devices, allowing users to activate mobile services without inserting a physical card.
The move could also benefit users with newer smartphones, smartwatches and other connected devices that support eSIM technology.
With the maximum fee now capped at Rs. 1,500 and up to 10 free eSIM transfers allowed, consumers are expected to have greater flexibility when switching devices or converting from physical SIMs.
