Tarbela 5th Extension Project Cost Surges by Rs. 234 Billion

The cost of Pakistan’s Tarbela 5th Extension Hydropower Project has reportedly increased by a staggering Rs. 234 billion, raising fresh concerns about delays, project management and the financial impact of construction setbacks.

The project’s estimated cost has jumped from around Rs. 82 billion to Rs. 316 billion, representing an increase of approximately 282%. The revised cost was reportedly approved by the Executive Committee of the National Economic Council (ECNEC) despite concerns surrounding project oversight, delays and management.

The massive increase highlights the financial pressure that prolonged delays can place on large infrastructure projects. When construction schedules extend, costs for materials, labour, equipment, financing and project management can also rise significantly.

The Tarbela 5th Extension Project has also faced construction-related challenges, including the earlier collapse of a downstream cofferdam, adding to concerns about the project’s implementation and progress.

Hydropower projects such as Tarbela are strategically important for Pakistan because they can provide relatively low-cost electricity while supporting the country’s long-term energy needs. However, major cost increases can reduce the economic benefits expected from such projects and place additional pressure on public finances.

The latest revision has therefore renewed the debate over how Pakistan manages large development schemes. Stronger monitoring, better planning and timely action on construction problems could help prevent similar cost escalations in future infrastructure projects.

A project that was initially estimated at Rs. 82 billion now carries a price tag of Rs. 316 billion—a dramatic increase that is likely to attract further scrutiny.
