Pakistan’s Freelancer Boom Nears $1 Billion, but Payment Barriers Still Hold Back Growth

Pakistan is now home to an estimated 2.4 to 4 million freelancer, placing it among the largest freelance workforces globally. In the first half of FY2025–26 (July–December 2025), freelancers brought in a record $557 million in foreign exchange, marking a remarkable 58% year-on-year increase. If current trends continue, total earnings for the fiscal year are expected to approach or even exceed $1 billion.

These numbers reflect the rapid rise of Pakistan’s digital and remote work economy. Government officials frequently highlight this growth at tech and economic forums, while the State Bank of Pakistan has introduced multiple policy measures aimed at supporting freelancers.

However, despite this progress, a major gap remains. Pakistani freelancers still face serious limitations when it comes to receiving international payments directly. For example, sending a simple payment link to a client abroad—something standard in many countries—is still not possible through local financial infrastructure.

Instead, many freelancers rely on platforms like Payoneer, which provides virtual foreign accounts, effectively forcing users to operate as if they are based outside Pakistan. This workaround, while functional, adds complexity, cost, and dependency on foreign systems—acting as a hidden structural tax on Pakistan’s knowledge economy.

There are signs of progress. Regulatory barriers have gradually eased, and the technical infrastructure needed to support global payment integration largely exists. The remaining challenge appears less about policy or technology, and more about execution.

Experts suggest that what Pakistan needs now is industry leadership—a forward-looking fintech or banking player willing to build a seamless, locally integrated solution for cross-border payments.

If addressed, this single issue could unlock even greater growth, making freelancing not just a success story, but a cornerstone of Pakistan’s digital economy.
