The Punjab Government has issued official Basant 2026 guidelines to ensure public safety, regulate kite flying activities, and prevent accidents across Lahore. These rules apply to kite flyers, manufacturers, sellers, and the general public. Strict enforcement measures will be implemented to ensure compliance during the Basant festival.
Important Dates for Basant 2026
Kite flying will be strictly allowed only on three days, which are February 6th, 7th, and 8th, 2026. Flying kites outside these dates is not permitted and will be treated as a legal violation.
Public sale of kites and related materials is allowed only from February 1st to February 8th, 2026. Kite shops are not permitted to sell to the general public before or after this specified period. These time limits are designed to maintain control over kite-related activities and ensure effective monitoring.
Registration of Kite Manufacturers and Sellers

All kite manufacturers and sellers are required to register themselves officially before engaging in any Basant 2026-related business. Registration must be completed through the E-biz App or the official government portal.
This registration process helps authorities identify licensed sellers, prevent illegal manufacturing, and ensure accountability. Any manufacturer or seller operating without registration will face strict legal action, including closure of business and confiscation of materials.
Safety Regulations and Prohibited Materials
Public safety is the government’s top priority during Basant. The use of metallic wire, nylon or plastic string (commonly known as tandi), and any sharp or injurious materials is strictly banned. These materials are dangerous and have previously caused serious injuries and fatalities.
Authorities will conduct inspections and raids to remove illegal materials from markets and rooftops. Possession or use of banned items will lead to immediate action.

Motorcycle Safety Requirements
To protect motorcyclists from kite string injuries, the government has made it mandatory for all motorcycles in Lahore to be fitted with safety guards. These guards must meet government-approved specifications and be properly installed.
Motorcyclists without safety guards may be fined or stopped by law enforcement agencies. This measure is aimed at reducing throat and facial injuries during the Basant period.
Enforcement and Legal Action
Strict enforcement mechanisms will be in place throughout Basant. Any individual or business found violating the guidelines will face:
- Immediate seizure of illegal materials
- Cancellation of registration for manufacturers and sellers
- Legal prosecution under applicable laws
Law enforcement agencies will remain active across the city to ensure full compliance.
String (Dor) Regulations
Only cotton thread is allowed for kite flying. The string must consist of no more than 9 cotton threads (taars) to ensure it remains safe and non-lethal.
The thread must be stored and sold in the form of a “Pinna”, which helps prevent misuse. The use of a “Charkhi” (spool) is strictly prohibited, as it increases speed and sharpness, making the string highly dangerous.
Permitted Kite Sizes

The government has defined maximum size limits for kites to ensure safe flying. A Patang must not exceed 35 inches in width and 30 inches in length. A Gudda must not be larger than 40 inches in width and 34 inches in length.
Any kite exceeding these dimensions will be considered illegal and may be confiscated.
